| Department
of Science and Technology, (DST) Government of India, has identified
entrepreneurship as one of the principle mechanism for solving the problem
of unemployment and underemployment amongst science
and technology graduates in the country. The
National Science & Technology Entrepreneurship Development Board
(NSTEDB), set up in 1982 under the DST, felt that some
machinery should be created in the educational institutions which could
help in strengthening institute-industry interaction and also promote
entrepreneurial culture in technical institutions and institutions of
higher learning. It was hoped that this machinery would help in promoting
the activities of NSTEDB at micro-level in different regions
of the country. These were named as Entrepreneurship Development Cells
(EDCs). Organizations like All India Council for Technical Education
(AICTE) and financial institutions viz. IDBI, SIDBI,
IFCI, ICICI, and NABARD and state government agencies have also
joined DST in promoting this activity. |
| For
the help of graduates in Rajasthan, an Entrepreneurship Development
Cell (EDC) has been established in the University
Department
of Geology, Udaipur. The
Udaipur EDC will essentially serve up the mineral resource sector, but
other fields will also be encouraged. The state of Rajasthan is bestowed
with rich industrial mineral resources. During the last two decades
the mineral sector activities and related industries have expanded many
fold, leading to ample self-employment generating opportunities.

| With
the development of the infrastructure, the state of Rajasthan can
now look forward to a flourishing industry based on utilization of
the available mineral resources. The state government has declared
its new mineral and industrial policies in which it has rightly decided
to encourage setting up of value-added mineral based and related industries
within the state itself. In addition to mineral resources the state
of Rajasthan has potential for setting up of small-scale units which
will be encouraged by the state government under its new industrial
policy. These include units catering to agriculture, computer, handicrafts,
molding, DTP, tourism, etc.

| Objectives |
| The
following are the objectives of E D Cells |

To
create entrepreneurial culture in the parent institution and
to promote activities of NSTEDB in the region where the
EDC is located.
-
To
act as a link agency between the parent institution, industries,
and R&D institutions in the region.
-
To
promote technology based enterprises and to create technological
awareness in existing Small & Medium Enterprises (SMEs)
in the region.
-
To
organize Entrepreneurship Awareness Camps (EACs) and
Technology Specific Entrepreneurship Development Programs and
similar training activities in the premises of the parent institution
for the benefit of S & T persons.
-
To
provide guidance in preparation of project reports, markets
surveys, and also provide escort services for obtaining loan
and other approvals.
-
To
introduce entrepreneurship in engineering and science courses
offered by the parent institution and other institutions in
the region.
-
To
conduct Faculty Development Programs for the faculty members
of Science and Engineering institutions of the region for developing
resource persons in Entrepreneurship.
-
To
organize quality training through Skill Development Training
Programs (STDP) for educated and semi-educated people
in areas having potential for self/wage employment using the
expertise and facilities available in parent institution and
other institutions in the region.

To
undertake research works and surveys for identifying areas having
potential for growth of SMEs in the region.
-
To
provide various other services to the SMEs in the region
on chargeable basis.
-
To
acquire, collate, generate & transfer/disseminate information
on technology, new products/markets, raw material, skills available,
etc.
-
To
render advice to SMEs on different aspects such as sickness,
expansion, diversification, pollution control, and energy saving,
etc.
-
To
assist SMEs in achieving quality standards such as ISO-9000
etc.
-
To
popularize the concept of Entrepreneurship through lectures
by successful entrepreneurs, radio talks, TV interviews,
news items, etc.
-
All
other activities useful in promotion of S & T based
entrepreneurship.
-
Over
the past three years the Cell has organized One six-week
Skill Development Training Program (STDP), One six-week Entrepreneurship
Development Program (EDP), One four-week Entrepreneurship Development
Program (EDP), Four Entrepreneurship Awareness Camps (EAC).

| Structure:-
The activities of ED Cell is monitored
and guided by an Advisory Committee headed by the Hon’ble Vice Chancellor
and comprising members from DST, state DST, DIC, a lead bank, NABARD,
successful entrepreneurs, and faculty members. The Cell is headed by
(Honorary) Coordinator, Dr. P. S. Ranawat, supported by an (Honorary)
Organizing Secretary, Dr. Vinod Agrawal and Two Project Assistants (Ms.
Mamta and Ms. Alka) and One Field Assistant (Mr. BPS Jhala).
